Description of Work Recruitment Range: $39,611.00 - $58,845.00 Salary Grade: GN10 ~This is a Statutory Exempt position and is not subject to the State Human Resources Act.~ The NC Department of Information Technology (DIT) serves as the Technology Center for the State of NC. Services thatDITprovides reach a client base of state and local government agencies, as well as schools, colleges and universities.
The North Carolina Health Information Exchange Authority (NC HIEA) manages the state designated health information exchange, NC HealthConnex. The HIEA was created by the NC General Assembly (NCSL 2015-41) in 2015 and is housed within the Department of Information Technology's Government Data Analytics Center. A Health Care Information Exchange is technology that allows a secure electronic exchange of health-related information between health care professionals that provides the ability to access and securely share vital medical information.
The law also requires that all health care providers who receive state funds for the provision of health care services (e.g. Medicaid, State Health Plan, Health Choice, grants, etc.) to connect and submit patient demographic and clinical data to NC HealthConnex by certain dates in 2018 and 2019.
The communications specialist will create and implement an effective communication strategy/plan that maximizes stakeholder adoption of NC HealthConnex while minimizing resistance and reducing business disruptions to deliver the statewide mandate. This role will :
Facilitate communication among internal and external stakeholders
Research and develop content for presentations in publication software, graphics and infographics
Assist in analyzing and communicating HIEA initiatives to a wide array of audiences through multiple channels
Become knowledgeable about Health IT, health information exchange, Medicaid Transformation, the DIT Data Division, and statewide IT initiatives

Thorough knowledge of journalistic principles and practices
Demonstrated skills utilizing techniques for planning, writing, editing, and disseminating information to internal and external audiences
Demonstrated analytical and proofreading skills reviewing informational material prepared by subject matter experts
Must be detailed oriented and organized to adapt to changing deadlines, directions, and priorities
Some knowledge of information technology terms and experience in the use of media technology used for presentations
Strong design and writing skills and effective use of visual communications such as through graphics, writing, and digital formats
Minimum Education and Experience Requirements Bachelor's degree in communications, public relations, public affairs, media journalism, English, or a related field from an appropriately accredited institution and two years of experience in communications, public relations, or publicity work; or an equivalent combination of education and experience.
