Supervises the System Coordinators and provides the leadership and supervision necessary for supplying safe, reliable, and economical power to the member cooperatives through optimum control of available generation and operation of transmission facilities in accordance with NERC and FRCC (or successor organizations) operating standards and criteria and in compliance with the FERC code of conduct.
Bachelor's of Science Degree in Electrical Engineering, Technology or related area. Ten years of experience in steam / electric power production, high voltage transmission operation or power system operations, a minimum of 5 of these years must include experience performing duties as a Balancing, Interchange and Transmission Operator. Two years of similar experience may substituted for each year of education. NERC System Operator certification at the Balancing, Interchange, and Transmission Operator (BIT) level or higher.
Essential Functions
General:* Stays abreast of and complies with all NERC reliability standards applicable to System Operations* Supervises and directs work of the System Coordinators in accordance with SECI Practices, Policies and Procedures.* Actively participates in the interviewing and hiring of system coordinator and associate system coordinator applicants.* Actively participates in the development, implementation of training and qualification of System Coordinator positions.* Establishes and maintains a work schedule for System Coordinators to assure appropriate staffing coverage to meet System Operations requirements and ensuring compliance with NERC Standards.
Balancing functions including, but not limited to:* Supervises and provides work direction to System Coordinators ensuring all generating units and purchase power contract resources are operated such that Seminole s responsibilities to the interconnected grid and transmission providers are fulfilled in accordance with NERC and FRCC standards.* Ensures compliance with Generation to load balance in accordance with principles of economic dispatch, SEC procedures and NERC reliability standards.* Ensures compliance with NERC Control Performance and Disturbance standards.
Interchange functions including, but not limited to:* Acts in compliance with FERC Standards of Conduct* Supervises System Coordinator staff to ensure interchange transactions are appropriately tagged, reviewed and approved in accordance with NERC reliability standards and NAESB Business practices.* Supervises System Coordinator staff to ensure transmission service reservations (TSR s) are submitted and approved on OASIS in accordance with NERC reliability standards and NAESB Business practices.
Transmission Operations including, but not limited to:* Supervises and provides work direction to System Coordinators in taking action necessary to maintain the reliability of the interconnected grid and SECI facilities. Such action may include interruption of firm customer load.* Communicates effectively with neighboring systems and the FRCC Reliability Coordinator related to the operation of transmission and generation facilities and to gather information on real or potential operational problems.* Communicates promptly and effectively with transmission providers to determine cause and extent of outages on their systems, which ultimately impacts member cooperative load.
Working ConditionsSome travel and work outside of normal business hours. While working in certain areas of the plant there is the potential for exposure to hazards typical of an industrial working environment. Must be able to follow established protective measures including, wearing required personal protective equipment (PPE). Rotating on call , After hours calls with the possibility of returning to work. Performs System Coordinator shift duties when necessary.
